Carrier Weather maker 58SXC080-GG - how to diagnose blower?

Blower cap is doubtful very rarely goes bad and if it did it would not take out the light. light is usually because of a short some where in the 24v line replacing it will do nothing if you have a short it will just waste a fuse. If this all seems to be happening with the a/c i would follow the brown wire that goes from the inside unit to the outside trace it make sure their is nothing pinching it and the casing does not look like it has been chewed or broken if not than more than likely you will need a new contactor. the coil around the contactor could have shorted out and is causing you to blow that fuse.
